“Plastic-free” describes composition. “Biodegradable” describes breakdown through biological activity under particular conditions. “Compostable” describes suitability for a defined composting process. Compostable materials are biodegradable under their specified composting conditions, but they can still be plastics.

The European Environment Agency's explanation stresses that temperature, moisture, microorganisms and time influence biodegradation. Renewable raw materials alone do not establish how a finished product behaves after disposal.

The distinction matters because “plant-based” describes a material's origin. It does not establish that the material is plastic-free, recyclable or suitable for home composting.

Look Beyond the Visible Filter

Paper-looking tea bags can contain more than paper. Natural fibres such as wood-pulp cellulose and abaca provide the filter structure, while heat-sealable formulations may incorporate a polymer. The UK Tea & Infusions Association describes the use of these fibres and the adoption of polylactic acid, or PLA, as a sealing material.

PLA is a plant-derived plastic. Replacing polypropylene with PLA changes the formulation, but it does not justify calling the result plastic-free. Equally, a cellulose-based filter should be assessed as a complete construction: its sealing method and any additives matter alongside its main fibre.

For procurement teams, this means requesting a component-level specification covering the filter, seal, string, tag and adhesive. Check the individual envelope separately. A claim supported for the brewing bag may not apply to its wrapper or the entire retail pack.

Certification Must Match the Disposal Promise

Industrial compostability standards provide more useful evidence than an unsupported “biodegradable” label. Home composting needs separate evidence. Certification is becoming more explicit about that distinction: BPI launched its home compostability programme in 2025, alongside its established commercial programme. Certification also cannot guarantee collection. A technically compostable bag delivers its intended disposal benefit only when it reaches a compatible process. Brands should establish whether customers' waste services accept the particular product before recommending a food-waste bin.

Test the Brew Before Changing the Pack

Material selection remains a product-development decision. Trials should examine seal integrity, wet strength, tea-dust retention and infusion at the intended brewing temperature and duration. Include the actual blend: a filter suitable for large leaves may perform differently with fine particles.

Food-contact suitability requires its own documentation. The European Commission's guidance explains that food-contact materials must meet applicable safety requirements and must not adversely affect food. A compostability certificate does not replace evidence relevant to hot-water contact in the destination market.

Also assess packing-line performance, storage conditions and freshness protection. Compare the complete packaging system, including envelopes and cartons, before claiming an overall environmental improvement.

Make the Label Useful After Brewing

Effective labelling tells customers what the claim covers and what to do next. Where supported, wording such as “Tea bag certified for industrial composting; check local acceptance” gives a clearer instruction than “earth-friendly.”

The UK's Advertising Standards Authority guidance emphasises evidence, realistic disposal routes and clarity when a claim applies to only part of a product. This suggests a practical approach for brands: settle the specification and disposal instructions before designing environmental messaging.
